I have the honour to refer to my despatch No

71 of 21st August, 1946, and to inform you that in accordance
with Article III of the Royal Instructions I have appointed
Mr. Charles Collingwood Roberts provisionally and subject to
His Majesty's pleasure to be an Unofficial Member of the
Executive Council during the absence from the Colony of Mr
David Fortune Landale. The period of Mr. Landale's absence
is expected to be approximately four months.

As mentioned in my confidential despatch of
15th November, 1946, reporting Mr. Roberts' provisional
appointment to the Legislative Council, he is Manager of
Messrs. Butterfield & Swire, Limited, Hong Kong. It is of
some interest to note that the firm of Messrs. Butterfield
& Swire, Limited, whose head office is in London, has in the
past generally declined to allow its representative in Hong Kong
to accept nomination to the Executive or Legislative Councils.
I understand that it was only since the reoccupation of Hong
Kong that the Directors decided to alter their policy in this
matter.

Copies of the instrument of appointment and of
the Government notification relating to the appointment together
with a revised list of members of the Executive Council are
enclosed.
